The Animal Control Officer, City Clerk or Agent may refuse to grant or renew a permit to keep or maintain chickens for failure to comply with the provisions of this section:
(A) Submitting an inaccurate or incomplete application;
(B) If the conditions of the permit are not met;
(C) If a nuisance condition is created; or
(D) If the public health and safety would be unreasonable endangered by the granting or renewing of such permit.
