It is unlawful for any person to own, control, keep, maintain or harbor chickens on any premises within the city unless issued a permit to do so as provided in this section. No permit shall be issued for the keeping or harboring of more than four female chickens or hens on any premises. The keeping of harboring of male chickens or roosters is prohibited.
