(A) No person shall operate or halt any vehicles upon a street or highway within the city carelessly or heedlessly in disregard of the rights or safety of others or in a manner so as to endanger or be likely to endanger any person or property.
(B) No person who is an habitual user of narcotic drugs or who is under the influence of narcotics or liquors shall drive or operate a vehicle on any street within the city and no person shall consume liquor while an occupant of a vehicle upon any street in the city.
