M.S. Ch. 169, as it may be amended from time to time, entitled “Highway Traffic Regulation Act of the Laws of the State of Minnesota,” be and the same is hereby incorporated by reference and adopted as an ordinance relating to the operation of motor vehicles upon the streets, alleys, private roads, public roads and any other places within the city. The same is made a part hereof as if set forth herein in full, except such provisions as are not applicable to the city, which sections are specifically excepted. The penalty for violation of the provisions of the state statute adopted by reference in this section shall be identical with the penalty provided in the state statutes for the same offense.
