It shall be the duty of each householder occupying any premise or premises to provide and maintain a substantial can, box or barrel, for the reception of rubbish. The maximum amount of rubbish together with garbage shall not exceed forty gallons per week. No rubbish shall be placed or conveyed in a garbage container. All rubbish containers shall be kept on the householder’s premises as far from the street and public ways as possible and as great a distance from neighboring premises as is practicable and convenient.
