951.04 GARBAGE CANS.
   (a)   It shall be the duty of each householder in or upon premises within the Village where garbage is created or allowed to be, to procure and keep available for the exclusive use of such premises or the part thereof occupied by the householder, a metal or plastic garbage can or cans of not less than ten gallon or more than twenty gallons capacity, and airtight to hold all the garbage created or accumulated thereon for the period of one week between garbage collections and pending the removal by the garbage collector. Such can or cans shall also be watertight, shall have close fitting lids, and shall be provided for each one with a bail or two handles on opposite sides of the same. It or they shall be placed on the ground level of the premises and if there is an improved accessible alley to the rear or side of your premise or premises, the garbage cans are to be set next to this alley on the designated day of pick-up only. If there is no improved, accessible alley, then the garbage cans are to be set at the edge of the street curb in front of your premise or premises on the day of pickup only.
   (b)   No person shall remove any garbage from any premise or premises occupied by a householder except the garbage collector.
   (c)   Any item or items considered garbage must be drained and wrapped, or placed in bags, cans, milk cartons, etc. so that it is not strewn throughout the garbage can.
