(a) For purposes of this section “dwelling” shall mean - any building or portion, thereof, which is designed to provide or does provide living accommodations for one or more persons.
(b) Any dwelling within the Village of Edon shall be connected to the Village sanitary sewer system as set forth herein.
(c) Dwellings not connected to the Village sanitary sewer system are declared to be public nuisances which may be abated as other nuisances in the manner provided by Chapter 1305 of the Codified Ordinances.
(d) The property owner shall connect a new lateral to the tank. The lateral should start at the tank with a test tee and run to the house, with a cleanout installed close to the house. This will either be connected to a new or an existing line, modified if necessary.
(e) The materials used must be according to Village specification. The new or existing laterals must be inspected by a Village representative before they are considered acceptable. This representative may require the owner to test the lateral for leakage using the same air testing requirements used for the other laterals and main lines. The test helps insure that the dwelling lateral is as leak free as the rest of the system. When testing is required plugs should be inserted at the cleanout and the tee so that the length of lateral between can be tested.
(f) A special building permit at the cost of two dollars ($2.00) must be purchased to insure an accurate record of hook-ups is maintained.
(g) All property owners must be connected to the new sanitary sewer system and have all old septic tanks abandoned by June 15, 1994. Abandoned means pumped out and removed, or pumped out and the top broken then filled with dirt or other acceptable material.
