The Mayor may issue a license to a transient dealer or to any person, to open a temporary store or transient business as a transient dealer within the Village upon the payment of a license fee in the sum of not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00) per business day, but the sum shall be refunded to the person if the store or place of business proves not to be a temporary store or transient business.
