(a) While operating a golf cart on the streets within the Village of Edon, any owner or operator shall comply with any and all laws pertaining to motor vehicles, including without limitation, safety requirements and insurance requirements.
(b) Any golf cart being driven on or across any public street, roadway and/or public property pursuant to this chapter shall not be capable of being operated at a rate of speed in excess of 20 miles per hour.
(c) No person shall operate a golf cart upon that portion of State Route 49 and State Route 34 located within the Village limits. Provided, however, that a person may operate a golf cart on these roadways in the following circumstances:
(1) To the extent reasonably necessary to access a point of arrival, or a point of destination, where the only reasonable point of access is located on State Route 49 or State Route 34. Provided, however, that travel on State Route 49 or State Route 34 shall be no more than is necessary to access a point of departure or destination located thereon. Other roadways shall be used when that option is available for any portion of travel.
(d) Lap belts shall be properly installed and available with respect to each seating position located on a golf cart. There shall be no more than two seating positions in any row of seating on a golf cart. All persons shall wear lap belts while operating or riding in a moving golf cart on a public roadway.
(e) The driver shall be responsible for ensuring that all passengers are in compliance with any child safety restraint laws in effect for motor vehicles.
