(a) The permit shall be for a period of not more than one year.
(b) The permit shall be issued in the name of the owner of the land on which a house trailer may be located.
(c) A family occupying a house trailer may consist of not more than four individuals.
(d) Such permit if granted shall be nontransferable.
(e) The permit must state the names of occupants and the permit automatically expires if the named family ceases to occupy the house trailer.
