(a) No person shall use or permit a trailer to be used for living accommodations on premises other than a licensed trailer camp unless a permit therefor shall have first been obtained. Application for such permit shall be made to Council.
(b) Such application must be accompanied by a petition bearing the signatures of not less than sixty percent (60%) of the property owners within a radius of 200 feet from the lot on which the trailer will be located, wherein the property owners consent to the occupancy of the trailer.
(c) With the application, the applicant shall pay the sum of five dollars ($5.00) as a fee for the cost of the inspection hereinafter provided and the cost of such permit.
