(a) A fee as determined from time to time by the Council, following a recommendation from the Planning Commission, shall accompany each application for a Zoning Certificate, rezoning, variance, site plan review or other required approval.
(b) The Zoning Inspector or Secretary of the Planning Commission shall forthwith deposit all fees with the Village Clerk who shall credit such fees to the credit of the Municipality as determined by the Council.
(c) Every zoning certificate shall state that the building or the proposed use of a building or land complies with all provisions of law. A record of all Zoning Certificates shall be kept on file in the office of the Zoning Inspector or his agent, and copies shall be furnished upon request to any person having proprietary or tenancy interests in the building or land affected.
(d) A fee in accordance with the following schedule of amounts shall accompany each application for a Zoning Certificate. The fee as set forth in the “regular fee” column shall be applicable unless work on the improvement has already begun in which case the fee required shall be from column 2, “Late Fee”:

(e) The fees listed above shall supersede any fees for the same purposes set forth in the Zoning Ordinance or any prior ordinances, resolutions, rules or regulations.
(f) The late fee charge is in addition to any other penalties provided by the Zoning Ordinance for failure to secure a zoning permit before beginning work on the improvement.
(g) In the event that the Village suffers any financial penalty from any government agency or is required to expend any public funds to remedy any condition as a result of the use and occupancy of any premises subject to the Zoning Ordinance, the land owner shall be liable to the Village for an amount equal to any penalty assessed or public funds expended. This provision may be enforced by any legal means, including but not limited to, the placement of a lien upon the premises or any other real estate held by the land owner.
