(A) The purpose of this chapter is to provide for the health, safety, and general welfare of the citizens of the town through the regulation of storm water and non-storm water discharges to the storm drainage system and to protect, conserve and promote the orderly development of land and water resources within Edinburgh. This chapter establishes methods for managing the quantity and quality of storm water entering the storm drain system to comply with state and federal requirements.
(B) The objectives of this chapter are:
(1) To reduce the hazard to public health and safety caused by excessive storm water runoff;
(2) To regulate the contribution of pollutants to the storm drain system from construction site runoff;
(3) To regulate the contribution of pollutants to the storm drain system from runoff from new development and redevelopment and land-disturbing activities;
(4) To prohibit illicit discharges into the storm drain system; and
(5) To establish legal authority to carry out all inspection, monitoring, and enforcement procedures necessary to ensure compliance with this chapter.
