(A) Creation of Fund 299 K-9 Non-Reverting Operating (NRO) Fund. There is hereby established a "K-9 Non-Reverting Operating (NRO) Fund". The fund shall be used to deposit both past and future donations as well as other revenues and to disburse funds for expenses relating to a K-9 unit(s).
(B) Use of the Funds. All funds deposited into the K-9 NRO Fund shall be used for the acquisition of K-9 police dogs, care and maintenance of K-9 police dogs, the purchase of necessary equipment related to K-9 police dogs, and training of the K-9 police dogs and the police officer assigned to handle the K-9 police dog. Use of funds shall be dispersed only upon approval of a claim by the Edinburgh Town Council.
(C) Appropriations and purchases. The Town Council of the Town of Edinburgh may authorize the expenditure of funds from K-9 NRO Fund by appropriations made in the same manner as other funds are appropriated that receive distributions, upon making a finding that the proposed use of the funds is consistent with the intent of the fund.
