(1) The Town Council of the Town of Edinburgh may authorize the expenditure of funds from ARP Coronavirus Local Fiscal Recovery Fund by appropriations made in the same manner as other funds are appropriated that receive tax distributions, upon making a finding that the proposed use of the funds is consistent with the intent of the Fund.
(2) Plan. The Town Council shall adopt a plan which provides details for the use of these funds.
