The Town Forester along with building and grounds and the parks department shall have the power to promulgate and enforce rules, regulations, and specifications concerning the trimming, spraying, removal, planting, pruning and protection of trees, shrubs, vines, hedges, and other plants upon the right-of-way of any street, alley, sidewalk, park or other public place in the city. All rules, regulations and specifications must follow this subchapter and be in compliance with the town's tree program. These rules shall be reviewed yearly by the Tree Board and updated as needed.
