In new subdivisions or when the development of commercial property occurs, the Town Forester shall review landscaping plans to determine the appropriateness of the landscape as it would pertain to the town's tree program and may require street trees to be planted in any of the streets, parking lots, parks and other public places abutting lands henceforth developed and/or subdivided.
