No person shall erect, construct, cause, permit, keep, or maintain within the town limits, anything whatsoever which is injurious to the public health or safety, or offensive to the senses of inhabitants, or an obstacle to the free use of property by such inhabitants. The existence of any of the above is declared to be a nuisance and shall be regulated as set forth in this chapter.
