§ 93.16  SERVICE PROVIDED TO RESIDENTIAL LOCATIONS DURING CERTAIN MONTHS.
   The town shall provide or cause to be provided to every residential location within the town's corporate boundaries, trash collection which shall be deemed the "Semi-Annual Large Trash Pick-Up" on such dates as published by the Town Council but no more two times per year at no costs to persons residing in the residential locations in the Town.  The large semi-annual trash pick-up is for the specific purpose of disposing of larger items including but not limited to appliances, furniture and larger items not normally disposed of by residential trash collection.  Provided, however, that the Town Council shall publish the dates for the semi-annual large trash pick-up and items to be picked up shall not be placed on the street for collection more than 72 hours prior to the beginning of the large semi-annual trash pick-up.  That in the event that the items are placed in an open location visible to near the normal site pick-up prior to 72 hours the Town shall notify the owner of the real estate to remove the items until the designated placement time of 72 hours prior to the beginning of the pick-up time.  That in the event the owner does not cause the items to be removed within 72 hours of the Town posting a notice on the residence at or near the front door of the residence and/or apartment building and the notice shall be sufficient notice to the owner to remove the items within 72 hours of the posting of the notice.  That in the event the items are not removed to be in conformance with the provisions hereunder the Town shall cause the same to be removed and charge the owner of the property the cost of the removal.  The cost shall be added to the water bill of the property and shall be collected at the next water bill payment date.  That the water utility is directed not to accept payment of the water bill unless such payment is in the total amount billed which shall include the appropriate trash collection charges as described herein.
