It shall be unlawful for any owner or lessee of any lot or parcel of land within the corporate boundaries of the town, to place, deposit, or permit to be deposited, any human or animal excrement, garbage, or any other organic waste upon the premises in such a way or place that it is exposed to flies or other insects, rodents, small domestic animals, or will endanger a water supply.
