   (B)   For new construction within a combined sewer area, when a storm sewer is not available, stormwater, groundwater and clear water sources shall be provided a separate and distinct connection from sanitary wastewaters in order to facilitate disconnection if a separate storm sewer subsequently becomes available.
   (C)   No property owner; occupant, user or person shall discharge or cause to be discharged any stormwater, surface water, groundwater, roof runoff, subsurface drainage, cooling water, clear water or unpolluted industrial process waters to any sanitary sewer. Unlawful connections include, but are not limited to: sump pumps, foundation drains, French drains, yard drains, gutter downspouts, cistern overflow pipes, and any other stormwater drainage receptacle(s).
