All employees of the city whose duties require an average of one hundred (100) hours during each working month shall be eligible to participate and shall be considered regular fu11-time employees for the purposes of the County Employees Retirement System, except those employees of agencies excluded under § 34.077 which may participate in the system as a separate agency, and any persons employed as "temporary," "part-time" and "seasonal" workers as defined in KRS 78.510(21).
