In order to equate the compensation of the Mayor and the members of the City Council with the purchasing power of the dollar, such compensation shall be adjusted annually according to the computation of the annual increase or decrease in the Consumer Price Index of the preceding year by the Department for Local Government pursuant to KRS 83A.075, and each such adjustment shall be retroactive to the first day of the calendar year thereof.
