An excavation or grading permit for the city is hereby established. This permit allows the owner of any land in the city or the owner's contractor-builder, to apply for an excavation or grading permit where building/zoning permits have not been specifically issued, for any number of lots at a cost of $10 per lot. The fee paid for the permit may be applied toward the building/zoning permit fee. The permit shall be effective for one year from the date of issuance.
