Nobody shall, by act or omission, cause, permit, allow, aid, assist, encourage or engage in a minor’s possession or consumption of any alcoholic beverage in the city, unless it occurs in the presence of a parent or guardian of that minor, and with the knowledge and consent of that parent or guardian.
