Nobody shall cause, permit, promote, allow, aid, assist, encourage or engage in the use, operation or location of a motor vehicle anywhere in any city park other than those paved areas designated as motor vehicle roadways and parking areas. Motor vehicles shall not be operated at a speed in excess of 10 miles per hour.
