(A) Each owner of each lot or parcel of real estate in the city upon which there is constructed any building or structure occupied by human beings or constructed, designed, or intended therefore shall cause to be displayed thereon the numbers of the mailing address therefore in a manner so that they are conspicuous and visible from the street upon which that lot or parcel of real estate abuts and in no event shall such numbers be less than three inches in height.
(B) No person shall cause, permit, encourage, aid, assist, or engage in the occupation or use by any human being of any building or structure located upon any lot or parcel of real estate within the city unless there is displayed thereon the numbers of the mailing address thereof in a manner that they are conspicuous and visible from the street upon which the lot or parcel of real estate abuts; and in no event shall these numbers be less than three inches in height.
