(A) No person shall cause, encourage, assist, or engage in the operation of a motor vehicle in the city without first yielding the right-of-way on the following streets:

(B) (1) Whoever violates division (A), (1)-(2) above shall, upon conviction, be subject to a minimum fine of $20 and a maximum fine of $500. Violation of division (A), (1)-(2) is designated to be a misdemeanor.
(2) Whoever violates division (A), (3)-(5) above shall, upon conviction be fined not less than $10 nor more than $500 or sentenced to prison for no more than 90 days. Violation of division (A), (3)-(5) is designated to be a misdemeanor.
