It shall be unlawful for any person to park any motor vehicle in or on any section of any public park, playground, playlot, or tot lot within the city not designed as a parking area. The city shall have a lien upon each vehicle so removed for the cost of removal, and the city or any person in its behalf may retain possession of the vehicle until the cost of removal has been paid to the city.
