(a) While operating a low-speed, under-speed, or utility vehicle, or a mini-truck on the streets within the Village of Edgerton, any owner or operator shall comply with any and all laws pertaining to motor vehicles, including without limitation, safety requirements and insurance requirements.
(b) No person shall operate a low-speed, under-speed, or utility vehicle, or a mini-truck upon any street in the Village of Edgerton where the posted speed limit is thirty-five (35) miles per hour or greater; provided, however, that a person may operate a low-speed, under-speed, or utility vehicle, or a mini-truck on such roadways in the following circumstances:
(1) For the purposes of crossing a thirty-five (35)-and-over roadway while traveling to and from a sub-thirty-five (35) roadway;
(c) No person shall operate a low-speed, under-speed, or utility vehicle, or a mini-truck upon that portion of State Route 49 and U.S. 6 located within the Village limits. Provided, however, that a person may operate a low-speed, under-speed, or utility vehicle, or a mini-truck on these roadways in the following circumstances:
(1) To the extent reasonably necessary to access a point of arrival, or a point of destination, where the only reasonable point of access is located on State Route 49 or U.S. 6. Provided, however, that travel on State Route 49 or U.S. 6 shall be no more than is necessary to access a point of departure or destination located thereon. Other roadways shall be used when that option is available for any portion of travel.
(d) For purposes of this section, a thirty-five (35)-and-over roadway is one on which the posted or legal speed limit is thirty-five (35) miles per hour or greater. For the purpose of this section, a Sub-35 roadway is one in which the posted speed limit is under thirty-five (35) miles per hour.
(e) Lap belts shall be properly installed and available with respect to each seating position located on a low-speed, under-speed, or utility vehicle, or a mini-truck. There shall be no more than two seating positions in any row of seating on a low-speed, under-speed, or utility vehicle, or a mini-truck. All persons shall wear lap belts while operating or riding in a moving low-speed, under-speed, or utility vehicle, or a mini-truck on a public roadway.
(f) The driver shall be responsible for ensuring that all passengers are in compliance with any child safety restraint laws in effect for motor vehicles.
(g) No person under the age of seventeen shall operate a low-speed, under-speed, or utility vehicle, or a mini-truck on the public streets in the Village of Edgerton at any time.
(h) Any low-speed, under-speed, or utility vehicle, or a mini-truck approved for operation on the streets of the Village of Edgerton shall have no less than four wheels.
