933.03 BIDIRECTIONAL ELECTRIC METERING FOR SOLAR AND WIND ENERGY.
   (a)   Schedule "SPP" Small Power Production.
      (1)   Availability and applicability: This schedule is applicable to the purchase of power from small power production facilities which have entered into an interconnection agreement with the Village of Edgerton (the "Village") to install and operate a small power production facility behind a customer's meter. All other service which the customer may require from the Village shall be furnished under Village's other applicable rate schedules or by special agreement.
      (2)   Rate.
         A.   The purchase price for power supplied to the Village in any given year shall be the equivalent of the annual average cost of power per kWh paid by the Village during the prior calendar year.
         B.   At the election of the Village, the customer shall either receive payment for power supplied to the Village or a credit on the customer's bill. Such payment or credit shall be made on an annual basis on or before January 31 of the following year, or more frequently at the election of the Village.
      (3)   Interconnection Agreement, Installation and Limitation of On-Site Solar and Wind Generators:
         A   Metering requirements. Energy supplied by the small power production facility shall be determined by means of bi-directional metering installed at the point of interconnection with the Village and customer and shall reflect only the amount of energy delivered to the Village.
            1.   Prohibited metering: Net metering (an interactive interconnection between the Village's Village system and the consumer's electric service panel using a standard kilowatt hour meter capable of registering the flow of electricity in both directions) is prohibited in the Village of Edgerton.
         B.   Application for Interconnection and Interconnection Agreement. Prior to the installation and connection of any on-site solar and/or wind generator, the customer must first submit an Application for Interconnection to the Village for review and approval and, following approval of the Application of Interconnection, must enter into an Interconnection Agreement with the Village, as prescribed by the Village Administrator.
         C.   Application Fee; Village to Install Bi-Directional Meter. The application fee will be the actual cost of the bi-directional meter plus $250.00 for installation. The Village will be responsible for the installation of the bi-directional meter prior to or at the time of interconnection.
         D.   Maximum Production. On-site generating capacity for residential solar or wind generation that utilizes bi-directional metering shall be limited to 10 KW or the customer’s estimated peak load, whichever is less. On-site generating capacity for non-residential solar or wind generation that utilizes bi-directional metering shall be limited to 100 KW or the customer’s estimated peak load, whichever is less. Any customer that either (i) fails to pay the Application Fee, (ii) fails to enter into an Interconnection Agreement with the village, or (iii) installs solar or wind generation in excess of the limits set forth above, shall not receive any compensation for power supplied to the Village. The Village reserves the right to limit the aggregate amount of on-site solar and wind generation to not more than 1% of the Village’s annual energy requirement.
