923.01 PURPOSE/INTENT.
   The purpose of this chapter is to provide for the health, safety, and general welfare of the citizens of the Village of Edgerton through the regulation of storm water and non-storm water discharges to the storm drainage system to the maximum extent practicable as required by federal and state law. This chapter establishes methods for controlling the introduction of pollutants into the Village Storm Sewer System in order to comply with requirements of the National Pollutant Discharge Elimination System (NPDES) permit process. The objectives of this chapter are:
   (a)   To regulate the contribution of pollutants to the Village storm sewer system by storm water discharges by any user
   (b)   To prohibit Illicit Connections and Discharges to the Village storm sewer system
   (c)   To establish legal authority to carry out all inspection, surveillance and monitoring procedures necessary to ensure compliance with this chapter.
   (d)   To enact the "Village of Edgerton Storm Water Management Rules and Regulations" to protect and safeguard the general health, safety and welfare of the public by abating erosion of the soil and abating the degradation of the waters of the State by soil sediment in conjunction with non-farm, earth-disturbing activities.
