(a) Residential Use Construction Permit. Any person performing excavation in the right-of-way for residential right-of-way purposes shall obtain a Residential Use Construction Permit, and shall comply with the applicable General Right-of-Way Regulations of 721.10 of this chapter.
(b) Application for Residential Use Construction Permit. Applications for a Residential Use Construction Permit shall be made to the office of the Village Administrator together with such data as may be required to ensure compliance with the purpose and intent of this chapter as determined by the Village Administrator. The Village Administrator may establish policies, procedures, and standards for the submission, review and issuance of a Residential Use Construction Permit in a manner compatible with the purposes of this chapter.
