(a) For public fire protection service to the Village of Edgar, the annual charge shall be as determined by the Village Board to cover the use of mains and hydrants up to and including the terminal hydrant and connection on each main.
(b) For all extensions of fire protection service, a charge of forty-seven cents ($0.47) per lineal foot of main shall be charged per annum on the basis of the length of main put into use per hydrant added to the system after the base period.
(c) This service shall include the use of hydrants for fire protection service only and such quantities of water as may be demanded for the purpose of extinguishing fires within the service area. This service shall also include water used for testing equipment and training personnel. For all other purposes, the metered or other rates set forth, or as may be filed with the Public Service Commission, shall apply.
(d) The above based annual charge determned by the Village Board includes an estimated sixty-one thousand six hundred thirty-one (61,631) feet of distribution main, four (4) inches and larger, and seventy-seven (77) hydrants.
