(a) Care of Separated Materials. To the greatest extent practicable, the recyclable materials separated in accordance with Section 8-4-3 shall be clean and kept free of contaminants such as food product residue, oil or grease, or other non-recyclable materials, including, but not limited to household hazardous waste, medical waste, and agricultural chemicals containers. Recyclables shall only be placed for collection in authorized collection containers as directed by the collector, either placed placed in separate recycling containers or comingled as directed.
(b) Management and Collection of Specific Recyclables. Occupants of single-family and two- to four-unit residences, multiple-family dwellings and non-residential facilities and properties shall manage lead acid batteries, major appliances, waste oil, and yard waste as follows:
(1) Lead Acid Batteries.
Lead acid batteries shall be collected curbside.
(2) Major Appliances.
Major appliances are picked up at the curb at the time of the regular refuse collection. For each appliance collected at the curb, there will be an additional fee, with the fee subject to adjustment by the Village Board.
(3) Waste Oil.
Waste oil shall be placed curbside in an enclosed and capped plastic container; use of plastic milk containers is acceptable.
(4) Yard and Wood Wastes. Yard waste and brush will be collected at designated times.
(c) Preparation and Collection of Recyclable Materials. Except as otherwise directed by the Village Board or its authorized collector, occupants of single-family and two- to four- unit residences shall do the following for the preparation and collection of the separated materials specified in Section 8-4-3 above:
(1) Aluminum Containers.
Aluminum containers shall be separated and crushed. Only used beverage cans shall be included.
(2) Bi-Metal Cans/Containers.
Bi-metal containers shall have labels removed, be rinsed and placed in the proper recycling bin.
(3) Corrugated Paper and Other Container Board.
Corrugated paper and other container board shall be clean, flattened, and bundled, not more than twelve (12) inches high and twenty-four (24) inches wide and thirty-six (36) inches long. This does not include waxed cardboard or chipboard such as cereal boxes, showboxes and similar packaging materials.
(4) Foam Polystyrene Packaging.
Foam polystyrene packaging shall be subject to future recycling direction from the Village, if banned by state law from landfills.
(5) Glass Containers.
Clear, brown and green glass shall be recycled. Glass containers shall be clean, with cap and neck rings removed. Labels may remain on glass. Glass should not be broken. Glass for recycling shall not include ceramic cups, dishes, ovenware, plate glass, safety and window glass, heat-resistant glass such as Pyrex, lead-based glass such as crystal, or television/electronics tubes.
(6) Magazines.
Magazines shall be placed in a brown paper grocery bag, or be placed with mixed paper per Subsection (c)(8) below.
(7) Newspaper and Newsprint.
Newspaper, including newspaper advertisement inserts, shall be bundles not more than twelve (12) inches high, or placed in a brown paper grocery bag. Acceptable newsprint does not include catalogs, magazines, cardboard, or other paper products.
(8) Office Paper.
Office paper may be placed in a brown paper grocery bag, or be placed with mixed paper. Mixed papers shall be in bundles not more than twelve (12) inches high or placed in a brown paper grocery bag and taken to the recycling trailer. Mixed paper includes all grades of papers: including white, colored, ledger, shiny, coated, carbonless or NCR papers; envelopes including windowed, labeled and kraft; magazines; telephone books; computer paper; glued pads and tablets; file folders; keypunch cards; spiral notebooks; cereal boxes; shoe boxes, etc. Can include paper clips and staples. Does not include paper hand towels or other paper products from restrooms, or soiled napkins and paper plates. Also does not include carbon paper, cellophane, or any waxed papers.
(9) Rigid Plastic Containers.
Rigid plastic containers shall be prepared and collected as follows:
a. Plastic containers made of PETE, labeled by the SPI Code #1, shall be clean, flattened, and placed in the appropriate recycling bin. Caps shall be removed. Labels and neck rings can remain on the container. Does not include motor oil bottles, even if labeled with the SPI Code #1.
b. Plastic containers made of HDPE, labeled by the SPT Code #2, shall be clean, flattened, and placed in the appropriate designated recycling bin. Caps shall be removed. Labels and neck rings can remain on the container. Does not include motor oil bottles, even if labeled with the SPI Code #2.
c. Plastic containers made of PVC, labeled by the SPI Code #3, shall be subject to future recycling direction from the Village, if subsequently banned by state laws from landfills.
d. Plastic containers made of PP, labeled by the SPI Code #4, shall be subject to future recycling direction from the Village, if subsequently banned by state laws from landfills.
e. Plastic containers made of PS, labeled by the SPI Code #5, shall be subject to future recycling direction from the Village, if subsequently banned by state laws from landfills.
f. Plastic containers made of other resins or multiple resins, labeled by the SPI Code #7, shall be subject to future recycling direction from the Village, if subsequently banned from landfills by state laws.
g. Steel containers and tin coated metal cans shall be clean, flattened and placed in the appropriate designated recycling bin. Labels must be removed and both ends must be cut out. Cut out ends are recyclable. Tin cans with molded or round bottoms can be recycled without the molded or round bottom removed, provided the can has been rinsed and labels have been removed.
h. Waste tires will be collected as directed.
(d) Recycling Containers/Bins.
(1) One- to Three-Family Dwellings.
One- and two- and three-family residential units shall place recyclables at the curb in containers that are suitable for separation as designated herein.
(2) Other Uses.
All multi-family [four (4) or more families], commercial, mixed use, agricultural, industrial, mobile home courts, and institutional units shall provide containers and make arrangements for curbside collection as approved by the Village Administrator and the Village's waste collection contractor. Each building or court owner shall be responsible for informing the home or building residents of the recycling requirements, and the residents shall be responsible for complying with such requirements.
(3) Designated Containers.
Recyclables that will be collected at the curbside according to a regular schedule established by the Village Board are:
a. Special waste recycling;
b. Container for co-mingled (any color bin); and
c. Container for paper products/fibers.
