The emergency government organization shall take action in accordance with the emergency government plan only after the declaraton of an emergency and issuance of the official disaster warning. Declarations of emergency shall be made by the Governor, the Village President, or in his/her absence, by the Director of Emergency Government or Village Administrator. Such state of emergency shall continue until terminated by the issuing authority, provided that any declaration not issued by the Governor may be terminated by the Village Board.
