(a) Determination; Order. Whenever the UDC Certified Building Inspector, Village Board or agent finds any building or part thereof within the Village of Edgar to be, in their judgment, so old, dilapidated or out of repair as to be dangerous, unsafe, unsanitary or otherwise unfit for human occupancy or use and so that it would be unreasonable to repair the same, they shall order the owner to raze and remove such building or part thereof or, if it can be made safe by repairs, to repair and make safe and sanitary, or to raze and remove at the owner's option. Such order and proceedings shall be as provided in Secs. 66.0413 and 823.21, Wis. Stats., and this Code of Ordinances.
(b) Alterations or Repair When Not Permitted. When any existing building or structure which, for any reason whatsoever, does not conform to the regulations of this Chapter or other municipal ordinances of the Village of Edgar, has deteriorated from any cause whatsoever to the extent that it is considered a menace to public safety and welfare, the Village Board may order that such building or structure be vacated and thereafter demolished and debris removed from the premises.
(c) Extention of Deterioriation. The Village Board and its professional consultants shall determine the amount and extent of deterioration of any existing building or structure.
