(a) Creation. Pursuant to Secs. 66.1335 and 66.1337, Wis. Stats., a community development authority is created, to be known as the Village of Edgar Community Development Authority (CDA). The Village of Edgar Community Development Authority is authorized to transact business and exercise any and all powers granted to a CDA under the community development authority law, as amended, for the purpose of carrying out blight elimination, slum clearance, urban renewal programs and projects, and housing projects.
(b) Composition and Procedures.
(1) Composition.
The Community Development Authority shall consist of seven (7) resident citizens having sufficient ability and experience in the fields of urban renewal, community development and housing. These persons shall be known as Commissioners of the Community Development Authority.
(2) Appointment.
Commissioners shall be appointed by the Village President, subject to Village Board confirmation. Two (2) Commissioners shall be Village Board members and shall serve during their terms of office as Board members. The first appointments of the five (5) non-Board members shall be for the following terms: Two (2) members for one (1) year and one (I) each for the terms of two (2), three (3), or four (4) years. Thereafter, the terms of non-Board members shall be four (4) years and until their successors are appointed and qualified. Vacancies shall be filed for the unexpired term as provided by this Subsection.
(3) Chairperson.
The Community Development Authority shall annually elect a chairperson and a vice-chairperson from among the Commissioners. The Village Plan Commission shall assist in performing the duties required by the CDA.
(4) Compensation
. The Commissioners shall receive no compensation for their services, but shall be entitled to reimbursement for their actual necessary expenses, including local travel expenses included in the discharge of their duties.
(5) Meetings, Quorum and Bylaws.
All meetings of the Community Development Authority shall be held in compliance with the Wisconsin Open Meetings Law. Four (4) Commissioners shall constitute a quorum for the purposes of conducting business and exercising its powers and for all other purposes. Action may be taken by the CDA upon the affirmative vote of a majority of the Commissioners present at any meeting. The Community Development Authority may adopt and from time to time amend or repeal such bylaws or other rules or regulations not inconsistent with the applicable laws of the State and this Code of Ordinances, as it deems necessary in the performance and function of its duties.
