The sewer service rates and charges to users of the wastewater treatment facility shall be as established by ordinance or resolution prior to the adoption of this code. Charges made for service rendered shall conform to M.S. § 444.075 subd. 3a, as it may be amended from time to time. All accounts shall be carried in the name of the owner who personally, or by his authorized agent, applied for such service. The property owner shall be liable for all sewer services supplied to the property, whether he or she is occupying the property or not.
