If an owner who received an order to remove a prohibition believes that the order has been wrongly issued, said owner may appeal the order by filing with the City Clerk a written notice of appeal within two days of the date of the notice. Upon receipt of notice of an appeal the City Clerk shall place the matter on the next regular Council Agenda, when the matter will be heard by the City Council. After due consideration, the City Council shall decide whether the order will stand. In the event the Council determines that the order is appropriate, the owner shall have two days from the date of the Council's decision to comply with the order.
