(A) Appointment and promotion.
(1) All appointments to and promotions within the Rescue Squad shall be made on the basis of merit and ability, and all members of the Rescue Squad shall be qualified to perform their administrative and Rescue Squad duties. The Chief shall prepare departmental regulations on personnel standards and procedures, if such are necessary, to accomplish these objectives.
(2) The Chief shall recommend appointment, promotion, suspension, or removal of the members of the Rescue Squad, subject to the confirmation or approval of the Council.
(B) Qualifications. The members shall be able-bodied and not less than 18 years of age.
(C) Initial and yearly physical examination. The City Council may require that each candidate, before he or she may become a member, must undergo a thorough physical examination by a licensed doctor of medicine and submit such doctor’s written report thereof with his or her application for membership on the Rescue Squad. In addition to the initial physical examination, all Rescue Squad members 55 years of age or older may be required to undergo a thorough physical examination by a licensed doctor of medicine each year. This physical examination would be at the request of the City Council or the Chief. The doctor’s written report shall be filed with the City Clerk/Treasurer and the Chief within 30 days of the request for such physical examination. Such report shall contain a statement whether or not, in such doctor’s opinion, there is any evidence of myocarditis, coronary sclerosis, or pneumonia or its equal in the candidate at the time of the examination. Such report shall be retained and permanently kept in the files of the Fire Department and the city. Failure to file such report upon request would be deemed sufficient cause for removal. The city will pay the usual and customary sum for the expense of the examination in the absence of medical insurance being available to cover the cost of the examination.
(D) Compensation.
(1) The members and officers of the Rescue Squad shall receive compensation as set by the City Council from time to time.
(2) In computing compensation for call, one hour shall be considered as the minimum to be paid to any member. The Chief shall certify and submit a quarterly report showing in detail the hours served by each member of the Rescue Squad, and the compensation to which he or she is entitled therefor, during quarter. No payment of compensation shall be paid to any member until such report is filed.
(E) Loss of membership. To be in and remain in good standing in the Rescue Squad, each officer or member shall not be absent from three consecutive meetings unless such absence is excused by the Chief. The failure to so attend shall be deemed sufficient cause for removal of the member from the Rescue Squad. Members shall continue as members during periods of good behavior, and may be removed by the City Council only for cause after a public hearing; however, the Chief shall have authority to suspend a member pending such hearing. A member shall receive no pay while suspended.
