Written notice shall be given to the owner of any trees found to be dead or diseased. This notice shall state that the property owner shall have ten days from the date of the notice to remove and properly dispose of all dead or diseased trees located on his or her property. All removal and disposal costs shall be the responsibility of the property owner.
