(A) No person shall park, keep, place, store, or abandon any junk car or vehicle on a public street, highway, roadway, or alley within the city.
(B) No person in charge or control of any property within the city, whether as owner, tenant, occupant, lessee, or otherwise, shall allow any junk car or vehicle to remain on such property longer than two weeks.
(C) This section shall not apply to the following:
(1) To a vehicle in an enclosed building;
(2) To a vehicle on the premises of a business enterprise operated in a lawful manner, when necessary to the operations of such business, and any such vehicle shall not remain on said premises for a period of more than 30 days unless special permission has been granted by the Council;
(3) To a vehicle that is screened from public view on at least three sides; or
(4) To a vehicle classified as “collector”, “classic”, or “pioneer” and is licensed as such under state law.
