§ 92.50  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   JUNK CAR. Any vehicle which is not in operable condition, or which is partially dismantled, or which is used for sale of parts or as a source of repair or replacement parts for other vehicles, or which is kept for scrapping, dismantling, or salvage of any kind or which is not properly licensed for operation within the state or by the state, unless special permission has been granted by the City Council.
   PERSON. Any person, firm, partnership, association, corporation, company, or organization of any kind.
   PROPERTY. Any real property within the city which is not a street or highway.
   STREETS AND HIGHWAYS. The entire width between the boundary lines of every way publicly maintained when any part thereof is open for the use of the public for purposes of vehicular travel.
   VEHICLE. A machine propelled by power other than human power, designed to travel along the ground, and transport persons or property or pull machinery.
