§ 92.21  COMPLAINTS.
   Any person wishing to make complaint of an alleged violation of § 92.20, other ordinance, or state law shall make said complaint to the City Board of Health, who shall investigate said complaint within a period of 24 hours. The Board shall then rule on the complaint and take necessary action.
