State Street and Stearns Avenue within the city limits are hereby designated and established as through streets and it shall be unlawful for any person to drive his or her motor vehicle, vehicle, or bicycle upon or into said through streets without first bringing said vehicle, motor vehicle, or bicycle to a complete stop at the crosswalk entering into said streets. Said through streets shall be marked and designated by a stop sign located at the corner of the intersection into said through street.
