No motor vehicle over 15,000 pounds gross capacity bearing a commercial license and no commercially licensed trailer shall be parked or stored in a residential area except when loading, unloading, rendering a service, or having obtained a special parking permit, except for short-term on-street parking of two hours or less and/or off-street parking of 72 hours or less.
