§ 53.04  GARBAGE, RUBBISH, AND RECYCLABLE CONTAINERS.
   (A)   Garbage and rubbish containers shall be equipped with suitable handles and tight-fitting covers, and shall be water-tight.
   (B)   Recyclable containers will originally be supplied at no cost to all the residences in the city. Only the containers supplied by the city for recyclables shall be used. Cost for replacement of containers will be charged to the customer.
