All garbage, rubbish, and recyclables accumulated in the residences in the city shall be collected, conveyed, and disposed of by the city or by its duly authorized contractor. No person shall collect or dispose of any garbage, rubbish, or recyclables accumulated from any residential premises in the city other than his or her own except the city or its designated contractor. All recyclables shall be placed in the recycling containers provided by the city.
