The purpose of this chapter is to maintain and protect the public health and sanitation of the residents of the city by the removal of garbage, rubbish, and recyclables from residents and business places in the city and to prevent the unregulated and unrestricted hauling of garbage, rubbish, and recyclables by other means than through the garbage and rubbish collection system established by this chapter so as to eliminate the dispersal of garbage, rubbish, and recyclables along the streets, roads, and other properties in and near the city.
